Where to rent a car in Montenegro

Montenegro has two main airports: Tivat Airport (TIV) on the coast and Podgorica Airport (TGD) in the capital. Most tourists arrive at Tivat for beach holidays and at Podgorica for inland trips. Everything went as planned. Good service and polite personel. Just one problem: the car which we rented, had 2 spare tires on it. One of the tires was also missing a bolt. Spare tires are not meant to be driven on for long. They can only go to 80km/h. This is very very dangerous. We were not informed of this, and only discovered this ourselves. This is in no way acceptable, and could have resulted in accident, injury and death. Best regards Carl Holm Both of the front wheels were spare tires. The right front wheel was missing a bolt.

After ordering I was promptly contacted by a representative of the rental company and asked me if I had ordered a trip abroad. I checked the box, so I confirmed that yes, I had ordered it. My friend complained about some error, but then said that okay, and systems make mistakes, so I will have a trip. At 10pm the day before the rental (the rental was for 9am), I was contacted again by a representative of the company and asked if I was driving a manual. The thing is that Skoda in Bara and because of two days it will not be taken to me, so I have a choice: ancient Accent on automatic or 208 on manual. I chose the 208. In the morning they brought the car. In the contract I paid attention to the field "Car for rent in Montenegro", where there was a stamp of the rental company. I asked what about traveling abroad. The man called someone, clarified, then wrote BiH with a pen over the stamp and said that now everything is normal. I checked a couple of times whether the pen over the seal was really normal, and I was assured that everything was definitely normal. Naturally, the first thing I was told at the border was that it was not normal and illegal to do so. I had to "turn on the fool" and with a lot of effort I had to beg the border guards to let me pass. Otherwise, the rental went fine. When handing over the car, I pointed out this fact to the guys, to which I received the answer that they always do so, and always everything works, and of course it is absolutely normal to do so, and in general, the exit costs 5 euros (as if I did not pay for it). In general, not a bit of doubt and regret on their part. That was the end of it. That's how it went

In the end we got a golf because i was told there were some issues with the Clio. Evrything was fine. Getting the car was easy and the person waiting for us was quite nice. What you should know before driving

🛣️ Montenegro is all serpentines. The coast road around the Bay of Kotor is stunning but narrow, with sharp hairpins and no guardrails in places. Glebs 🇱🇻 loved the Skoda Kamiq for it: "Excellent for the narrow and winding mountain roads." Don't rent a 1.0L engine if you're heading inland — Janis 🇱🇻 says small engines "should be prohibited in mountainous areas."

🌍 Sort out cross-border documents before you leave. If you plan to drive to Croatia, Albania, or Bosnia, confirm the green card (insurance for abroad) with your owner at booking. Henriikka 🇫🇮 didn't — and had to buy €50 insurance at the Albanian border. Vadims 🇱🇻 did it right: his owner Goran arranged extra insurance for nearby countries at pickup.

Choose your fuel station carefully. Some stations have been known to add water to the petrol. Rhidian 🇬🇧 got an engine warning light near Perast — his owner told him it happens and it's because of bad fuel. Stick to well-known brands.

🅿️ Parking in summer is a battle. Budva, Kotor Old Town, and Tivat get packed July–August. Street parking fills up fast. Rustam rented a compact convertible specifically because it was "perfect for finding parking spots even in busy areas."

Driving basics

Montenegro drives on the right. Speed limits: 50 km/h in cities, 80 km/h on open roads. There are no real highways — the fastest stretches allow around 100 km/h. Blood alcohol limit is 0.03% — effectively zero tolerance. Headlights must be on day and night, all year round.

Coastal roads are paved but narrow with frequent hairpin turns, especially around the Bay of Kotor. Inland roads to Durmitor and Žabljak are scenic but slow — budget more time than GPS suggests. Watch for cattle and rockfall on mountain roads.

Fuel and parking

Fuel stations are spaced every 20–70 km along the coast and main roads — rarer in the mountains, so fill up before heading to Durmitor or Lovćen. Most stations are full-service — an attendant fills your tank. Expect around €1.40–1.60 per liter for gasoline. Montenegro uses the euro.

Paid parking operates in Budva, Kotor, and Tivat during summer — about €1/hour in coastal towns. Elsewhere, parking is mostly free. In Kotor Old Town, use the paid lot outside the walls — there's no parking inside. The closer to tourist attractions, the harder it is to find a spot in July–August.
