Where to rent a car in Montenegro

Montenegro has two main airports: Tivat Airport (TIV) on the coast and Podgorica Airport (TGD) in the capital. Most tourists arrive at Tivat for beach holidays and at Podgorica for inland trips. The car was booked right before arrival, I thought it would be difficult to find something good, but here I was just lucky - a wonderful car, also a convertible and the price is good! Our car rental experience was over and above what we would have expected. They picked us up at our hotel in ulcinj and the car was immaculate and there was a car seat as requested in pristine condition. The people we rented from came to pick us up at our house rental in Tivat and drove us to the Croatia border where we were spend the next portion of our trip. Unfortunately, with coronavirus we weren’t allowed to cross into Croatia until the day of our flight to go home. The car rental people drove us back to Tivat and allowed us to keep the car a few days longer. A couple days later on the day our flight was to fly out of Dubrovnik home the car rental guy picked us up at 1am and was able to convince the border crossing guards to drive us all the way to the Croatia border so we didn’t have to walk the 2km between borders on foot at night with our luggage and baby. The husband and wife car rental team went over and above to help us out. I highly recommend them and when we return one day to visit Montenegro again we will definitely be renting from them again. You won’t be disappointed. The best service we could have hoped for.

I would rate my experience as 4 out of 5, which is really good. I liked: - how the website works: everything is clear and transparent, I could easily find myself a car in Budva without going to an office, - the price was really good too, - I then contacted the person provided in the booking details and was reassured that the car will be delivered to me as expected. The next day the car was delivered even a little bit earlier, which is obviously better than later. What I didn’t like: - After my booking was confirmed I wasn’t contacted by the renter and had to do it myself. It’s ok, but I was a bit worried if my booking was actually processed or not. - ⁠The price of the child seat was almost as high as car rental per day. And the seat was not in ideal condition. I would say I’d expect the seat to be significantly cheaper. - ⁠Most importantly, the car had some issue with the handbrake, the red indicator was flashing and the break wouldn’t work unless the engine is off, which is actually not safe. Overall I really liked the service, but the car condition and the price of the child seat could be better. Thank you!

Yeah, everything went about fine. The first day they gave me the wrong car I was expecting, a Citroen Picasso. It was too big for the city. It was very uncomfortable to park. But the next day I got a Peugeot 107. A very nimble little car. But there was one thing. I had a full tank of gas. And the car started leaking gasoline. I immediately informed the owner of the car. It's not safe to have a car with such a defect. But in general I was satisfied. I want to thank you for the rental.

What you should know before driving

🛣️ Montenegro is all serpentines. The coast road around the Bay of Kotor is stunning but narrow, with sharp hairpins and no guardrails in places. Glebs 🇱🇻 loved the Skoda Kamiq for it: "Excellent for the narrow and winding mountain roads." Don't rent a 1.0L engine if you're heading inland — Janis 🇱🇻 says small engines "should be prohibited in mountainous areas."

🌍 Sort out cross-border documents before you leave. If you plan to drive to Croatia, Albania, or Bosnia, confirm the green card (insurance for abroad) with your owner at booking. Henriikka 🇫🇮 didn't — and had to buy €50 insurance at the Albanian border. Vadims 🇱🇻 did it right: his owner Goran arranged extra insurance for nearby countries at pickup.

Choose your fuel station carefully. Some stations have been known to add water to the petrol. Rhidian 🇬🇧 got an engine warning light near Perast — his owner told him it happens and it's because of bad fuel. Stick to well-known brands.

🅿️ Parking in summer is a battle. Budva, Kotor Old Town, and Tivat get packed July–August. Street parking fills up fast. Rustam rented a compact convertible specifically because it was "perfect for finding parking spots even in busy areas."

Driving basics

Montenegro drives on the right. Speed limits: 50 km/h in cities, 80 km/h on open roads. There are no real highways — the fastest stretches allow around 100 km/h. Blood alcohol limit is 0.03% — effectively zero tolerance. Headlights must be on day and night, all year round.

Coastal roads are paved but narrow with frequent hairpin turns, especially around the Bay of Kotor. Inland roads to Durmitor and Žabljak are scenic but slow — budget more time than GPS suggests. Watch for cattle and rockfall on mountain roads.

Fuel and parking

Fuel stations are spaced every 20–70 km along the coast and main roads — rarer in the mountains, so fill up before heading to Durmitor or Lovćen. Most stations are full-service — an attendant fills your tank. Expect around €1.40–1.60 per liter for gasoline. Montenegro uses the euro.

Paid parking operates in Budva, Kotor, and Tivat during summer — about €1/hour in coastal towns. Elsewhere, parking is mostly free. In Kotor Old Town, use the paid lot outside the walls — there's no parking inside. The closer to tourist attractions, the harder it is to find a spot in July–August.
