Only Georgia. The Turkish border has been closed since 1993, the Azerbaijani border is closed in practice, and Iran — though technically open at Nordooz–Agarak — is off-limits to rental cars due to insurance and diplomatic constraints. One-way is also possible: pick up in Yerevan, drop off in Tbilisi (or vice versa). The fee is $100–300, and some partners waive it for rentals of five days or more.
