Car rental in Goa is the quickest way to see the state in full, not just the strip of sand in front of your hotel. Goa is India’s smallest state, but within its ~3,700 km² lie two completely different worlds. The north offers markets, bars, nightclubs and a freewheeling atmosphere. The south features palm-fringed coves, quiet family resorts and fishing villages. Roughly an hour’s drive separates them, and without a car that hour turns into haggling with taxis and waiting for an autorickshaw.
There are now two airports: the older Dabolim (GOI) near Vasco da Gama and the newer Manohar Mopa (GOX), which opened in January 2023 north of Panaji. Pick the one closer to your hotel — collecting the car at the airport you actually land at saves an hour of transfer and a lot of hassle.
North and South Goa feel like two different states. Breakfast for two dollars in Morjim, dolphins at sunset in Palolem — ninety kilometres apart, and without a car you’ll only see one of them.
Portugal held the territory from 1510 to 1961, and the legacy is everywhere: the cathedrals of Old Goa, the Latin Quarter of Panaji, laterite walls and villas with vintage trim. A car turns all of that into one coherent route, rather than a forced choice between lying on the beach and actually seeing Goa.
A family from Manchester tried to do North and South by taxi last February. Two days in, they switched to a hire car — $25 a day — and finished the trip with money to spare.
The classic mistake is trying to manage with taxis because petrol in India sounds expensive. In practice, renting a car for a week works out cheaper than three taxi rides of 30 km each way.

Driving in Goa, in practice
Goa is still India, and it shows on the road. Traffic drives on the left, with the steering wheel on the right. The first 20 minutes are spent convincing yourself that the oncoming car really is oncoming; after that it becomes second nature. On Indian cars the indicator and wiper stalks are often swapped compared with European ones.
Speed limits are 50 in town, 80 on rural roads, 100 on highways. Cameras are rare, but RTO checkpoints are common, and car hire in Calangute is convenient here: the road to Anjuna and Vagator has regular checks. Carry every document, including the IDP.
The left side is the easy part. The hard part is Indian traffic — everyone overtakes on whichever side fits, with horns sounding constantly. Drive calmly and avoid sudden moves.
The blood-alcohol limit is 0.03, much stricter than the EU limit of 0.5. Roadside tests are routine in season; fines reach 10,000 INR and can include up to six months in jail.

Cows on the road are real. Scooters overtake on every side. Horns are not a sign of aggression — they mean "I am here". There are no toll roads inside Goa; tolls only appear if you cross into Karnataka or Maharashtra.
Never head out of town after sunset in your first week. India at night means unmarked cows, unlit lorries and oncoming full beams. Build up to night driving gradually.
0.03 is practically zero. A glass of wine with lunch and you may still register a reading by evening. If dinner involves alcohol, a 200 INR taxi is cheaper than the risk.
Frequently asked questions about car hire in Goa
Yes. All foreign drivers in India must carry an International Driving Permit together with their national licence. Without an IDP, the police may reject your national licence and an RTO checkpoint may impound the car. Arrange the permit in the country that issued your licence before you travel. It must include your photograph and a Latin-alphabet version of your name.
GOI Dabolim near Vasco da Gama is the closer gateway for South Goa — 20–30 minutes to Margao and Colva. GOX Mopa opened in January 2023 north of Panaji and is the convenient option for North Goa: 40–50 minutes to Calangute, Morjim and Arambol. Pick the airport your flight actually lands at and collect the car there.
The first 20 minutes feel odd; after that it's natural. The harder part is Indian traffic itself — cows, scooters overtaking on every side, constant horn use. On Indian cars the indicator and wiper stalks are usually swapped relative to European cars, so you'll wipe the windscreen a few times when you meant to signal.
The blood-alcohol limit is 0.03% BAC, equivalent to 0.3‰, which is lower than the common European limit of 0.5‰. Even one drink may put you over the limit. Roadside checks are common during the tourist season, and penalties can include a fine of up to INR 10,000 and up to six months in prison. It is safer to use a taxi if you plan to drink.
Cards issued by Russian banks may not work reliably in Goa. Some Visa and Mastercard cards issued before 2022 may still work at certain ATMs or payment terminals, and MIR is accepted in limited locations, but neither option is guaranteed. Bring some US dollars to exchange and, if possible, a card issued by a non-Russian bank as a backup.
The standard minimum age is 21, and you normally need to have held your licence for at least one year. Premium cars and SUVs usually require a minimum age of 25. Foreign visitors under 21 will find very few rental options, as Indian self-drive apps that accept 18-year-old drivers generally cater only to residents.
A card hold of $60–180 is typical for an economy car and $180–360 for an SUV. It is normally released within 2–14 days after you return the car. Smaller local brokers may accept a cash deposit of $25–60 instead, which can help you avoid card holds and foreign-exchange delays.
Third-party liability insurance is included in every rental agreement by law. Basic CASCO usually leaves you responsible for an excess of $60–180 for bodywork damage. SuperCASCO removes this excess for an additional $3–5 per day, while Full CASCO covers most damage except off-road use and gross negligence. For a week-long rental, compare the upgrade cost with the excess before deciding.
Most suppliers allow travel to Karnataka and Maharashtra, the two states bordering Goa. Hampi is about 320 km east in Karnataka and is best visited as an overnight trip. Confirm cross-state travel when you book, as some smaller operators restrict where the car may be driven or apply a mileage limit. You may also encounter tolls on routes such as the Mumbai–Goa highway.
Yes. A car is much safer than a scooter in heavy rain, hotel prices can be 50–60% lower, and the landscape is particularly green during the monsoon. Avoid parking in low-lying areas after a downpour, drive slowly on hill roads and avoid driving at night when possible. Rental rates are generally lowest from June to September.
Book at least two to three months in advance. The busiest period runs from late December to mid-January, when prices may triple and economy cars sell out first. For these dates, try to book in September or October. Demand often rises again around Russian Orthodox New Year in mid-January.
A litre of 95-octane petrol costs around INR 100–105, or about $1.20, while diesel is slightly cheaper at INR 92–96. Fuel prices are broadly consistent across India. There are no toll roads within Goa, but you may need to pay tolls after crossing into a neighbouring state, including on the Mumbai–Goa highway.
Parking is usually free, either close to the beach or in an unpaved parking area nearby. Beach shacks and larger restaurants often provide free parking for customers. In peak season, the car parks at Calangute and Baga may be full by lunchtime, so arrive before 10:00. Hotel parking is normally included in the room rate.
Scooters are cheaper and easier to manoeuvre through traffic, but tourist accident rates are high, and some rental shops illegally ask to keep your passport as a deposit. A car is safer, particularly during the monsoon and after dark, and you can keep your passport with you. For a longer trip or travel with luggage, a car is usually the more practical option.
You cannot drive all the way to the falls. Dudhsagar Falls is inside the Bhagwan Mahaveer Sanctuary, where private vehicles are not allowed beyond the entrance. Leave your rental car at the Collem car park, around 60 km or 1.5 hours from Panaji, and take the required 4WD jeep tour from there. July to October, just after the monsoon, is generally the best time to visit.
