Car rental in Goa is the quickest way to see the state in full, not just the strip of sand in front of your hotel. Goa is India's smallest state, but inside its ~3,700 km² sit two completely different worlds. The north — markets, bars, night clubs, a freewheeling atmosphere. The south — palm-fringed coves, quiet family resorts, fishing villages. About an hour of road separates them, and without a car that hour turns into haggling with taxis and waiting for an autorickshaw.
There are now two airports: the older Dabolim (GOI) near Vasco da Gama, and the newer Manohar Mopa (GOX), opened in January 2023, north of Panaji. Pick the one closer to your hotel — collecting the car at the airport you actually land at saves an hour of transfer and a lot of friction.
North and South Goa feel like two different states. Breakfast for two dollars in Morjim, dolphins at sunset in Palolem — ninety kilometres apart, and without a car you'll only see one of them.
Portugal held the territory from 1510 to 1961, and the legacy is everywhere: the cathedrals of Old Goa, the Latin Quarter of Panaji, laterite walls, villas with vintage trim. A car turns all of that into one coherent route, rather than a forced choice between lying on the beach and actually seeing Goa.
A family from Manchester tried to do North and South by taxi last February. Two days in they switched to a hire car — $25 a day — and finished the trip with money to spare.
The classic mistake is trying to get by on taxis because petrol in India sounds expensive. In practice a week of hire works out cheaper than three taxi rides of 30 km each way.

Driving in Goa, in practice
Goa is still India, and it shows on the road. Traffic drives on the left, the wheel sits on the right. The first 20 minutes go to convincing yourself the oncoming car really is oncoming; after that it becomes habit. On Indian cars the indicator and wiper stalks are often swapped relative to European ones.
Speed limits are 50 in town, 80 on rural roads, 100 on highways. Cameras are rare, but RTO checkpoints are common, and car hire in Calangute is convenient here: the road to Anjuna and Vagator sees regular checks. Carry every document, including the IDP.
The left side is the easy part. The hard part is Indian traffic — everyone overtakes on whichever side fits, horns going constantly. Drive calmly, no sudden moves.
The blood-alcohol limit is 0.03, much stricter than the EU's 0.5. Roadside tests are routine in season; fines reach 10,000 INR and up to six months' jail.
Indian traffic, day to day
Cows on the road are real. Scooters overtake on every side. Horns aren't aggression — they mean "I am here". There are no toll roads inside Goa; tolls only appear if you cross into Karnataka or Maharashtra.
Never head out of town after sunset in your first week. India at night means unmarked cows, unlit lorries and oncoming full beams. Build up to night driving gradually.
0.03 is practically zero. A glass of wine with lunch and you can still register something by evening. If dinner involves alcohol, a 200 INR taxi is cheaper than the risk.

Old Goa and Panaji
Old Goa, 10 km east of Panaji, is the former Portuguese capital and a UNESCO site. The Basilica of Bom Jesus with the relics of Saint Francis Xavier, the Sé Cathedral — free entry, three hours covers it. Panaji itself is worth a wander for Fontainhas.
Old Goa is a morning visit. Heat and tour buses arrive together around midday. At eight the cathedrals are empty and you've got an hour to photograph them properly.
The northern beaches
From Calangute and Baga (bars, crowds) to Anjuna with its flea market, Vagator with Chapora Fort, Morjim with the turtle reserve, and Arambol with its Russian community since the 1990s. A day at the wheel covers most of North Goa.
The southern beaches and Dudhsagar
Palolem is the most photogenic beach in the state — palm crescent, dolphin tours, calm water. Agonda and Patnem next door are for quieter days. Dudhsagar Falls, an hour east, is a 310-metre four-tier cascade. A hire car reaches the sanctuary base only; from there a mandatory 4WD jeep tour takes you to the falls.
Palolem in December is already busy, but Agonda and Cola Beach next door still feel like the old Goa. Ten minutes' drive, different atmosphere altogether.
You can't reach Dudhsagar in a private car — the trail is inside a reserve and private transport isn't allowed past the gate. Park at Collem and join the jeep tour from there.
Frequently asked questions about car hire in Goa
Yes — an International Driving Permit is mandatory for all foreign drivers in India. Without one, the police won't accept your national licence and an RTO checkpoint can impound the car. An IDP is issued in a day or two back home, costs very little and is valid for one year. It must carry your photograph and the Latin transliteration of your name.
GOI Dabolim near Vasco da Gama is the closer gateway for South Goa — 20–30 minutes to Margao and Colva. GOX Mopa opened in January 2023 north of Panaji and is the convenient option for North Goa: 40–50 minutes to Calangute, Morjim and Arambol. Pick the airport your flight actually lands at and collect the car there.

India did not join sanctions, and Russian Visa/Mastercard issued before 2022 sometimes work at Indian ATMs and POS terminals; MIR is accepted in places. There's no guarantee, though — a card that worked yesterday can fail tomorrow. The safest combination is a stash of US dollars in cash for exchange and a card from a non-Russian bank as backup.
The standard minimum is 21 with at least a year on the licence. Premium and SUV categories typically start at 25. Drivers under 21 will struggle to find any rental at all; the local Indian self-drive apps that take 18-year-olds operate under rules for residents and don't extend to foreign visitors.
A card hold of $60–180 for economy and $180–360 for an SUV is standard, released within 2–14 days after return. Smaller local brokers will often take a cash deposit of $25–60 instead — useful if your home account isn't in US dollars or euros, since it avoids the card-hold and FX waiting period.
Third-party liability (TPL) is included in every contract by law. Basic CASCO leaves an excess of $60–180 on bodywork. SuperCASCO removes that excess for an extra $3–5 a day. Full CASCO covers nearly everything except off-road and gross-negligence damage. On a week-long hire the upgrade almost always pays for itself.
Most rentals allow it — Karnataka and Maharashtra border Goa, and Sindhudurg is 30 minutes north. Hampi, 320 km east in Karnataka, only makes sense as an overnight trip. Confirm cross-state use at booking: smaller local operators sometimes cap mileage at the state line, and tolls do appear on the Mumbai–Goa route.
Yes — a car in the rain is far safer than a scooter, beach shacks are partly shut but the scenery is dramatic, and hotels are 50–60% cheaper. Three rules: don't park in dips after a downpour, take hill roads slowly, and avoid night driving unless you need to. Hire prices in June–September sit at the bottom of the range.
At least two to three months out. Peak runs from late December to mid-January and prices triple; economy cars sell out first. If you're aiming for those dates, book in September or October. Russian Orthodox New Year, mid-January, is a second spike in demand from the CIS segment.
Petrol 95 runs around 100–105 INR a litre, about $1.20; diesel is slightly cheaper at 92–96 INR. Prices are consistent across India. There are no toll roads inside Goa state — tolls only appear if you cross into a neighbouring state, for instance the Mumbai–Goa highway.
Mostly free, either right by the beach or on the dirt yard next to it. Shacks and larger beach restaurants run their own free parking for guests. In peak season the lots at Calangute and Baga fill by lunchtime — arrive before 10 a.m. Hotel parking is normally included in the room rate.
Scooters are cheaper and quicker through traffic, but the accident rate among tourists is high and many sheds demand a passport as deposit (illegal but widespread). A car is safer, especially in monsoon and after dark, and avoids that scam. For trips longer than a week the car almost always wins.
Not to the falls themselves. Dudhsagar sits inside the Bhagwan Mahaveer Sanctuary, and private vehicles aren't permitted past the gate. You leave the car at the Collem car park (about 60 km / 1.5 hours from Panaji) and join the mandatory 4WD jeep tour from there. Best timing is July–October, just after the monsoon.
